Wise County is a county located in the U.S. state of Texas. As of 2000, the population was 48,793. Its county seat is Decatur. The county is named for Henry Alexander Wise, a U.S. Congressman from Virginia who supported Texas' annexation. Wise County is considered part of the Dallas-Fort Worth Metroplex. The Wise Eyes crime watch program, eventually adopted by mostly rural counties in several states, was begun there in 1993 by then-Sheriff Phil Ryan. (from wikipedia)
